Consular offices make no attempt to determine whether the person obtaining the card is legally in the United States. In fact, the only people who need these cards are illegal immigrants, criminals and terrorists. Consular cards also are easily forged.

Consular cards were not designed to be identification and no treaty recognizes them as such. Legal travelers, visitors and long-term residents carried passports, visas or green cards for that purpose.

Identity theft involving these cards is a growing form of white collar crime, facilitating illegal immigration, banking and accounting fraud, tax evasion, and other nefarious activities.

Social Security Number Cards by themselves were never intended to be personal identity documents because they cannot confirm that a person presenting a card is actually the person whose name appears on the card.

I said it's impossible to have an amnesty without ID cards and a clean database, because you firstly don't have any incentives for people to actually come up front and register, and make themselves available, and secondly you have no means of tracking them.

We don't need a nation that has national identity cards.

I still assume that, any day, I'm going to be exposed as a fraud. That, like I once heard Gene Hackman say, the acting police are going to burst in and take away my card.

Most politicians are not authentic.

No one will find me to have knowingly committed fraud.
