The basis on which the Good Friday agreement was constructed was in addressing those problems in the history of Northern Ireland, the social and constitutional problems as well as the military problems that have been unaddressed for centuries.

The life of the community, both domestically and internationally, clearly demonstrates that respect for rights, and the guarantees that follow from them, are measures of the common good that serve to evaluate the relationship between justice and injustice, development and poverty, security and conflict.

To be one, to be united is a great thing. But to respect the right to be different is maybe even greater.

The equal right of all citizens to health, education, work, food, security, culture, science, and wellbeing - that is, the same rights we proclaimed when we began our struggle, in addition to those which emerge from our dreams of justice and equality for all inhabitants of our world - is what I wish for all.

Let us display our loyalty and love and embrace every opportunity to become wealthy and strong; let our first object be the veneration of the Imperial Court, which vouchsafes its protection to the commonwealth, and let those who hold the reins of government consider the general good.

Positive rights are the right to shelter, the right to education, the right to health care, the right to a living wage. These things are - these are, I would call them, more properly, political rights rather than positive rights. And they are extremely tricky, because now we are dealing with things that are zero sum.

In coming to that agreement, my party had a clear philosophy throughout. In Northern Ireland, we should have institutions that respected the differences of the people and that gave no victory to either side.

By international standards, many of the U.K.'s policies for civil society are exemplary. However, there are concerns about constraints on civil liberties - particularly restrictions on free assembly and about the rising tide of everyday regulation has seriously impeded community activity - from organising street parties to helping children.
