The American People will come first once again. My plan will begin with safety at home - which means safe neighborhoods, secure borders, and protection from terrorism. There can be no prosperity without law and order.

There is one final point I would like to make this week. As I said on the floor of the House during deliberation of this latest supplemental, hope is something Americans should never lose. Let each of us, both by our words and actions, continue to provide that hope.

Together, we will determine the course of America and the world for years to come. We will face challenges. We will confront hardships. But we will get the job done.

Until we all start to take responsibility, until we do all we can to improve the character of our communities, we'll never break the cycle of violence and indifference.

We pledge to you that we will create jobs. End economic uncertainty and make America more competitive. We will cut Washington wasteful spending and reduce the size of government. And we will reform Congress and restore your trust in government.

We need new partnerships in fighting terrorism and building peace.

I hope that we can continue this cooperation on other critical issues related to America's future technological competitiveness. We must work together to encourage the creative talents that have made our country the world leader in technology.

We can continue our progress as a Nation toward the promise that all people are created equal and that our Nation will treat every person in that spirit.

I think we're going to start to see a new model of civic advocacy where people get together once in a while to protest, but it's more about an ongoing, sustained engagement in issues, networks and communities about which people care.
