The federal government secures the border; Californians decide how we want to treat our population. I think we need a vibrant guest worker program. If we have one, we're going to stop having a lot of issues at the border.

I for one believe that we absolutely need an improved guest worker program, one that holds immigrants and employers accountable and yet still enables us to get a crop out of the ground in south Georgia.

I'm in favor of building the fence, and doing everything technologically to protect our borders. But the other way to secure the border, and one of the things we must do, is put in place good guest-worker programs that employers can actually use.

But also, the guest workers program, it's quite often misused, meaning people could come in as part of a guest workers program and after two weeks in the fields, they'd run off to do every other kind of job that isn't covered by a guest workers program.

We must enforce the laws we have on the books, secure our borders, and deny special benefits to illegal immigrants such as in-state tuition rates. This approach is best for American citizens and is fair to those who have taken the time and effort to go through the legal immigration process.

We have to ensure we are aggressively enforcing existing laws.

We have many rules and regulations that can be sometimes confusing and complicated. By reaching out to the employer community and educating them on what their responsibilities and obligations are to their work force, that, along, with strong enforcement, is the best way to protect workers.

We want to make sure that workers know their rights and that employers know their obligations. That is the best way to protect workers.

A need for enforcement implies the possibility of behavior that violates the rules of the game. The point is that if there were no possibility of violation, then you wouldn't need enforcement.

Mitt Romney and I know the difference between protecting a program, and raiding it. Ladies and gentlemen, our nation needs this debate. We want this debate. We will win this debate.
