The Department of Energy made an investment that failed, and it got raked over the coals for that failed investment. This is ridiculous. The fact of the matter is, the government should be making a lot of risky investments, the majority of which are likely to fail.

Several of the energy companies want to do the right thing. It's a matter of leveling the playing field though for them and that's why corrective action here is necessary.

During the Enron debacle, it was workers who took the pounding, not bankers. Not only did Enron employees lose their jobs, many lost their retirement savings. That's because they were at the bottom of the investing food chain.

It was exciting putting hundreds of millions of dollars to work buying and building wind farms in Texas.

So it was flawed in that it didn't require California to have a first claim on the power plants. It deregulated part of the market, but not all of the market.

The market we're going after is the clean-energy market.

Clearly, high energy prices will have a large negative effect on the California economy and could possibly drag the rest of the nation into a recession.

There are people with vested interest who do not want us to reform our energy sector so that we remain dependent on imports. All reform moves are resisted. Bureaucrats are hesitant to take bold decisions.
