It is time to maximize and prioritize our health care dollars.

We ought to follow through on an idea that was first proposed by President Clinton to allow people over the age of 55 who are not eligible for Medicare into the Medicare system, at cost, and below cost for those who can't afford it. That takes care of a significant number of the people who don't have health insurance.

As Congress debates overhauling the nation's health care system, it should not authorize a reform plan that would further our financial woes. We must avoid creating an unsustainable government program. There is no question that reform is needed, but health care can be made more affordable without massive and expensive new bureaucracies.

We're trying to take a leadership role in solving the nation's health-care crisis. We want everybody in this country to have health insurance.

And so our goal on health care is, if we can get, instead of health care costs going up 6 percent a year, it's going up at the level of inflation, maybe just slightly above inflation, we've made huge progress. And by the way, that is the single most important thing we could do in terms of reducing our deficit. That's why we did it.

We should expand health savings accounts so people can save in a tax-advantaged way for more routine healthcare needs.

It's time to look beyond the budget ax to assure access to health care for all. It's time to look for bipartisan solutions to the problems we can tackle today, and to work together for tomorrow - building a health care system that works for all Americans.
