I have no idea what the U.S. intends to do further there and what would be the reaction of the Iraqi people. I only know that the sole option is to leave Iraq to the Iraqi people.

In addition to a timeline, I have proposed that U.S. troops be removed from front line combat positions in Iraqi cities and towns, turning over daily security patrols, interactions with citizens, and any offensive security actions to the Iraqis themselves.
According to recent opinion polls, a large majority of Iraqis believe that the U.S. military has no intention to leave Iraq, and that it would stay even is asked by the Iraqi government to leave.
I can imagine that the Iraqis undertake the destruction out of fear. If they had denied it, if they had said no, that certainly would have played into the hands of those that would like to take armed action immediately. I have no illusions in that regard.
If all goes well, the Iraqis are going to have a country that's going to have a representative government and will be at peace with its neighbors and in the region.
I urge the Iraqi leadership for sake of its own people... to seize this opportunity and thereby begin to end the isolation and suffering of the Iraqi people.
Deep down, the Iraqi people want the United States out. And their self-determination should be respected.
If the Iraqis fail to implement the reforms, if they fail to get a handle on the violence, there's nothing the United States can do, militarily or otherwise, that can solve those problems. They have to assume the primary responsibility to govern themselves.
If the United States were to cut and run from Iraq, we would send a message of weakness that would embolden our terrorist enemies across the globe. A failed Iraq would destabilize the entire region and undermine U.S. national security for decades to come.
The U.S. will ignore the opinion of the Iraqi people and it will compose the new government according to its own desires.
Leaving Iraq without military assistance during its transition, and before it is stable enough to ensure its own citizens' security, would pose a tremendous risk. We must complete our mission.
