I very often compare relations between states to relations with people. Sometimes we are nicer to those we don't know well, who are not our friends, than we are to our friends, because with our friends we don't need to be nice all the time.

One state can't set everything right, but here in Arizona, we can set an example for the rest of the country in how those of us in elected office conduct ourselves and interact with each other and our constituents.

We want to obviously foster a relationship that we're a partner with states; that we all share the same goals of closing the achievement gap, just as the Congress does; and that we're practical and sophisticated enough to understand what they're talking about.

We have to allow people in the states to make their own decisions, to get government agencies out of the way and let local people make decisions about what's best for them.

It is possible for political forces to agree.
