We have to think outside the box, inside the Constitution, find ways to do things that will elevate our security, reduce the risk of the incidence of terrorist attack.

But at the same time, I think we recognize we can't impose democracy from without, particularly American-style democracy. We need to work with those elements in the region that are moving towards a reformed process and there are a number of them.

We seek to create a united Democratic and non-racial society.

While all democratic systems are works in progress, ours started rather late and therefore has a longer distance to cover. But democratic transformation for us is not mimicking some facets of Western governance. The focus has been on building institutions of democratic governance.

When the United States aligns with dictatorships and totalitarian regimes, it compromises the basic democratic principles of its foundation - namely, life, liberty and justice for all.

Our country, like every modern state, needs profound democratic reforms. It needs political and ideological pluralism, a mixed economy and protection of human rights and the opening up of society.

Those are serious questions of war and peace, of freedom or tyranny, whether or not there is ever going to be a hope of us instilling some democratic systems in a part of the world that frankly is breeding hate and destruction directed right at us.

Our constitutional liberties shall not be sacrificed in our search for greater security, for that is what our enemies and all enemies of freedom and democracy hope to achieve.

Our plan is to struggle against terrorism and have security for the country and help draft a democratic constitution as soon as possible.

A fitting external security environment could also play an important role in promoting social consensus and institutionalization towards democratization.
