If our children are becoming teenagers who are abusive, have mental health issues, and are committing heinous crime, it only means that we have failed them as a society. We have failed to give them a safe, nurturing environment to ensure that they are well-balanced, useful persons in the society.
Child abuse and neglect offend the basic values of our state. We have a responsibility to provide safe settings for at-risk children and facilitate permanent placement for children who cannot return home.
Children are not in a position to assess risk and safety; it must be done for them, and it must be done carefully.
