The importance of local governance may not be obvious to an America accustomed to treating city and state downfalls with doses of federal comeuppance. Sometimes there's a reason for that - the Civil War. More often, all reasoning seems absent - No Child Left Behind.

Cities have to realize that whatever the federal government is going to do, it's not going to be enough. And cities that proactively take control of their own quality of life initiatives are going to be the cities that ultimately attract the highly talented young people and create the jobs.

The influence I would hope to have is to create an environment where we're not singling Americans out - that we are creating opportunities for all Americans. Not saying, 'I'm going to funnel money into your city so that you're completely dependent on government.'

Besides infrastructure, there is a huge opportunity in housing and urbanisation of cities - not only building new ones, but also renewing the infrastructure of old cities to make them more livable. This provides tremendous scope for large investments to fuel growth.

What the mayors care about is, 'How can I get money to invest in the infrastructure in my city? How do we put people back to work, lower the unemployment rate, provide for job training programs? How do we make class sizes smaller and make investments in our children from an education standpoint?'

We have to allow people in the states to make their own decisions, to get government agencies out of the way and let local people make decisions about what's best for them.

Our community is like many around the country that have, as the gentleman from New York referenced, sophisticated planning and zoning regulations. These are elements that are developed as a result of local community pressure to balance interests.

As the world's 'most dynamic' cities seek to manage their own urban growth, American state and local officials have much to offer. Our mayors can share their experiences in urban design, clean energy projects, Smart Grids, codes for energy efficient buildings, transportation safety, and innovative environmental solutions.

Investing for the poor requires participation from the entire community.

We must invest in infrastructure development and rebuilding communities to create jobs.
