We cannot continue to rely only on our military in order to achieve the national security objectives that we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded.

We can't do without government, but we do need it to be more effective.

We need to keep pressure on our own governments to force more and more transparency.

We in the press have a special role since there is no other institution in our society that can hold the President accountable. I do believe that our democracy can endure and prevail only if the American people are informed.

The bottom line is these techniques have hurt our image around the world, the damage they have done to our interests far outweighed whatever benefit they gave us and they are not essential to our national security.

The problem is that the American public is suspicious of executive power shrouded in secrecy. In the absence of an official picture of what our government is doing, and by what authority, many in the public fill the void by envisioning the worst.

We need not renounce the use of conventional force. We will be ready to repel any clear and present danger that poses a genuine threat to our national security and survival.

The job of the press is to speak truth to power. And yet, for doing our job, we are persecuted. I say that these aggressive and illegal tactics to silence us - inventing arbitrary legal interpretations, over-zealous charges and disproportionate sentences - must not be permitted to succeed.
