The insidious aid culture has left African countries more debt-laden, more inflation-prone, more vulnerable to the vagaries of the currency markets and more unattractive to higher-quality investment.

If you neglect those who are currently poor and stable, you may create more poor and unstable people. There has been a tremendous concentration of donor interest in countries that are seen as particularly fragile - but it becomes harder to mobilise money for sub-Saharan, plain poor countries.

The richest persons in Africa are heads of state, governors and ministers. So every 'educated' African who wants to be rich - and there is nothing wrong with wanting to be rich - heads straight into government or politics.

Corruption is Africa's greatest problem. Not poverty. Not lack of riches. Not racism.
