It's clear that the United States has more to give the world than military bases.

The U.S. is not constructing a palatial embassy, by far the largest in the world and virtually a separate city within Baghdad, and pouring money into military bases, with the intention of leaving Iraq to Iraqis.

Getting our military back on stable footing won't happen overnight. We must start this process now, since future engagements are likely and allies are scarce.

We need to continue our full support of the nascent Iraqi government by helping to rebuild their economic infrastructure and maintain security while training the Iraqi security forces.

So we are fulfilling our task in preventing serious armament stocks in Iraq within our possibilities.

I strongly believe that a federal structure based on administrative and geographic lines with strong powers for the federated states will be the best solution for Iraq.

I repeat my demand that the occupier leave the land of our beloved Iraq unconditionally, without retaining bases or signing agreements.

What the United States needs to do at this point is reaffirm our commitment that Assad must go and that Iran and Russia cannot be granted a sphere of influence in Syria, and that we will not sit down at the negotiating table to help broker Assad's victory in this fight.

I respectfully suggest the propriety of having stationed at the arsenal a full company of U. S. troops, that they may be made available in any emergency, from fire, insurrection, or any thing else.

As much as we might look for opportunities to keep Iraq together, we need to be prepared for the reality that it's not going to stay together.
