There is one final point I would like to make this week. As I said on the floor of the House during deliberation of this latest supplemental, hope is something Americans should never lose. Let each of us, both by our words and actions, continue to provide that hope.

Prediction? The Democrats will win. I think it will be a close win, both for the House and for the Senate.

All of us want to see the details of any legislative plan if there's going to be a legislative response, but Congress, I believe, is in the mood to do whatever it takes to win this war against terrorism.

Opening up the Capitol dome and giving the public a look at the inner workings of Congress - however messy they may be - certainly won't be pretty. But trust isn't earned by showing off only your Sunday best. The dirty laundry has to be aired, too.

I am confident that this legislature will rise above partisan bickering, especially after the public promises its members made last fall, and that it will demonstrate a high capacity for civil service.

We'll look to the fall and if there is a new president and a new Senate that's part of a Congress willing to change, that's the next step.

We plan to pick up another five seats in the Senate and hold the House through redistricting through 2012. And rather than negotiate with the teachers' unions and the trial lawyers and the various leftist interest groups, we intend to break them.

I would like to see this group in this Congress be starting the process to get ourselves on long term fiscal strong footing.

I'm just going to let my record in Congress speak for itself.
