Let me remind you that nuclear disarmament is not just an ardent desire of the people, as expressed in many resolutions of the United Nations. It is a legal commitment by the five official nuclear states, entered into when they signed the Non-Proliferation Treaty.

Challenging the integrity of the non-proliferation regime is a matter which can affect international peace and security.

For the United States to recommit itself to the obligation that we undertook in the Nuclear Non-Proliferation Treaty that many other states undertook, which was to work towards disarmament and the eventual elimination of nuclear weapons, is something that manifestly serves our national security interests.

As a first step there must be an offer to achieve equality of rights in disarmament by abolishing the weapons forbidden to the Central Powers by the Peace Treaties.

The Disarmament Conference has become the focal point of a great struggle between anarchy and world order... between those who think in terms of inevitable armed conflict and those who seek to build a universal and durable peace.

Do not hide behind utopian logic which says that until we have the perfect security environment, nuclear disarmament cannot proceed. This is old-think. This is the mentality of the Cold War era. We must face the realities of the 21st century. The Conference on Disarmament can be a driving force for building a safer world and a better future.

More must be done in concrete terms in order to promote the cause of disarmament.

I want to move to a world of no nuclear weapons but I want to do that through multilateral disarmament so that we all disarm together.

We have reached an important milestone and achieved a new momentum in reaching a goal all Americans should embrace - building a secure, peaceful, democratic Iraq that is no longer a threat to the United States or the international community.

Lasting peace and security in Iraq and Afghanistan will be achieved when we establish the conditions for democratic, economically viable nations.
