Fear is the foundation of most governments.

When people are scared, they need something done that will make them feel safe, even if it doesn't truly make them safer. Politicians naturally want to do something in response to crisis, even if that something doesn't make any sense. But unfortunately for politicians, the security measures that work are largely invisible.

Here in America, we don't give in to our fears. We don't build up walls to keep people out.

People are afraid of an unorganized, wasteful government.

Since 2001, people have been scared. There's been some really scary stuff that's been happening - 9/11, Iraq, Afghanistan, Katrina, anthrax letters, D.C. sniper, global warming, global financial meltdown, bird flu, swine flu, SARS. I think people really feel like the system's breaking down.

Fear is the foundation of safety.

If I had to say something to Americans, being afraid and having fear, it's okay to be fearful because that will make you strong; being afraid will shut you down.

We need to kind of refresh our fear in order to refresh our understanding of how a safe place works.

I believe it is incumbent upon Congress to act aggressively to ameliorate fear and help our country take the essential steps that will make our communities and lives safer.

The Federal Government is exploiting public fear to redefine the relationship between the rulers and the American people.
