There are a great number of Mexicans who live every day worried about the lack of employment and opportunities. Those conditions also damage the image of Mexico abroad, and that is the Mexico that must be transformed.

The real end winner of NAFTA is going to be Mexico because we have the human capital. We have that resource that is vital to the success of the U.S. economy.

I should say many things. Mexico has been one of the losers of the 20th century. We tried many different alternatives to development and unfortunately we have 40 percent of the population poor; we have a per capita income that is extremely low.

The fact of the matter is, this is a very dynamic economy we have, and in this dynamic economy, you have a lot of job gains, but you also have job loss.

If you look at the US economy over the last 15-20 years wages have been stagnating or even declining.

Now, given the experience that we have had thus far, with our subsequent trade agreements with NAFTA and others, you would think that with our experience of job loss that we have had there that when you find yourself in a hole that you might stop digging.
