In my years of public service at both the federal and state levels, I have had the privilege of representing most of the communities that make up Congressional District 21, including Hialeah, Westchester, Doral, Kendall, Miami Lakes, Hialeah Gardens, Medley and Palmetto Bay.

You draw a district for that particular minority - African American, Asian, Hispanic - so those folks have the right to elect whoever they want. If they don't decide to elect someone who sounds like them or looks like them, they can pick anyone they want.

One state can't set everything right, but here in Arizona, we can set an example for the rest of the country in how those of us in elected office conduct ourselves and interact with each other and our constituents.

States, virtually all of them, have a constitutional requirement to operate on a balanced budget.

Florida is one of the first states that sort of gives the legislature a very clear criteria for re-drawing electoral district maps. Basically, all the criteria do is tell the legislators that you can't draw a seat that helps yourself or a political party. That's really critical.
