A reform is a correction of abuses; a revolution is a transfer of power.

The political restructuring we pursue in China is aimed at advancing the self-improvement and development of the socialist political system. We will continue to expand people's democracy and build a socialist country under the rule of law in keeping with China's national conditions.

Reforming is about curbing government power. It is a self-imposed revolution; it will require real sacrifice, and it will be painful.

In our view, successful reform is not an event. It is a sustainable process that will build on its own successes - a virtuous cycle of change.

We would here state that there are now three things necessary to be done in order to save China from revolution. The first is to maintain the reigning Dynasty; the second is to conserve the Holy Religion; and the third is to protect the Chinese race.
