Getting our military back on stable footing won't happen overnight. We must start this process now, since future engagements are likely and allies are scarce.

We want to look at how we would respond because, as hard as we work to prevent terrorist attacks here North America, if we have a catastrophic terrorist attack, it is the military that is going to have to go in at the request of civilian authorities.

Since the events of September 11, we've rightfully changed our military strategy so we're now taking the fight to those individuals who aim to do us harm, rather than waiting for another atrocious attack to happen.

We will continue to hit those who threaten us.

We've gotten a long way on missile defense. We know how to do it. We know how to take down incoming warheads, but we need to do a lot more work in order to be - to deploy a system that'll defend the United States against those kinds of limited strikes that might be possible by a nuclear armed North Korea or Iran.

We're fighting an enemy that is far different than any we have got before. It's a nontraditional kind of war, and I think we need to step back, recalibrate how we go about protecting our borders and protecting our people, and resetting our position in the world.

Now even the American command is under siege. We are hitting it from the north, east, south and west. We chase them here and they chase us there. But at the end we are the people who are laying siege to them. And it is not them who are besieging us.

In addition to a timeline, I have proposed that U.S. troops be removed from front line combat positions in Iraqi cities and towns, turning over daily security patrols, interactions with citizens, and any offensive security actions to the Iraqis themselves.

They've hit us and we've got to hit back hard, and I'm not just talking about the terrorists.
