China cannot pull in the best and brightest from all over the world. It's an ethnically defined nation, the opposite of an immigrant nation. You don't see a lot of American engineers trying to be Chinese citizens.

I think the rise of China is inevitable, because China has moved from a low-cost producer, at low levels of technology, to higher levels of technology, and because it's very competitive, even in some high-tech products they offer at very competitive rates - much lower than their competitors.

If China someday gains a more fair, just, and accountable system of government, it will be due to the hard work and efforts of the Chinese people, not due to the inexorable workings of any particular technology.

Clearly, the Chinese need the resources, but I don't think they want to clash with the industrial world which happens to be the market for their goods.
