Where the stakes are the highest, in the war on terror, we cannot possibly succeed without extraordinary international cooperation. Effective international police actions require the highest degree of intelligence sharing, planning and collaborative enforcement.

In order to be successful against each of these threats, we have to have a presence overseas, work closely not only with our counterparts in the law enforcement community, but also with the intelligence community.

Some governments choose to cooperate with the United States in intelligence, law enforcement, or military matters. The co-operation is a two-way street. We share intelligence that has helped protect European countries from attack, helping save European lives.

The E.U. is the latest of a series of multinational organizations set up after World War II to ensure that there would never again be a pan-European war and to create the conditions for a new European prosperity after the destruction wrought by the war against the Nazis. The E.U. has admirably succeeded at both.

The United States, like any great power, is always going to have an intelligence operation, and some electronic surveillance is obligatory in the modern world.

We are ready to engage in international co-operation against terrorism with a view to safeguarding national interests and regional security and stability.

All of our intelligence agencies, our Department of Defense, are all working to meet this threat. But it's a fast moving world; it's a place where offense is easier than defense, and keeping up with the next innovation in cyber-warfare is an enormous challenge.

Intelligence is our first line of defense against terrorism, and we must improve the collection capabilities and analysis of intelligence to protect the security of the United States and its allies.

Our intelligence community needs better coordination of operations and exchange of information, and that's why we need an overall director of national intelligence and a national counterterrorism center.
