Where the stakes are the highest, in the war on terror, we cannot possibly succeed without extraordinary international cooperation. Effective international police actions require the highest degree of intelligence sharing, planning and collaborative enforcement.

We worked to develop our own operations to advance U.S. counterterrorism objectives by penetrating terrorist safe havens and collecting intelligence that would inform policy and enable our own operations.

I am committed to ensure that our intelligence community, law enforcement, medical professionals, and military have the information and funding needed to protect the American people from threats at home and abroad.

All of our intelligence agencies, our Department of Defense, are all working to meet this threat. But it's a fast moving world; it's a place where offense is easier than defense, and keeping up with the next innovation in cyber-warfare is an enormous challenge.

We must continue to ensure law enforcement has the necessary tools to combat terrorism here at home. We must also work with our allies and provide our military with the weapons and protective gear they need to defeat terrorism abroad.

Terrorists continue to exploit divisions between law enforcement and the intelligence communities that limit the sharing of vital counterterrorism information.

But since September 11, we have made every effort to try to work closely with state and local law enforcement.

Intelligence is our first line of defense against terrorism, and we must improve the collection capabilities and analysis of intelligence to protect the security of the United States and its allies.
