Sovereignty is as necessary as ever.

Nations sometimes flourish by denying the crimes that brought them into being. Only when the original invasion, occupation, extermination or usurpation has been safely thrust into the political unconscious can sovereignty feel secure.

The very heart of being a sovereign nation is providing security of one's borders, of one's internal situation, and security against anyone attacking one's nation. That is the very heart of what I believe is sovereignty.

Courts have long recognized the federal government's robust power to inspect people and goods entering the country. After all, the very foundation of national sovereignty is a nation's ability to protect its borders.

It is an established principle of jurisprudence in all civilized nations that the sovereign cannot be sued in its own courts, or in any other, without its consent and permission; but it may, if it thinks proper, waive this privilege, and permit itself to be made a defendant in a suit by individuals, or by another State.
