After 9/11, the amount of applicants the FBI received increased exponentially. Whereas you used to require a college degree, and it was a small group of people who were just out of college, after 9/11, it changed.

I believe the job of the FBI Director is to be as transparent as possible with the American people because we work for them.

But since September 11, we have made every effort to try to work closely with state and local law enforcement.

And from the moment that we realized it was a terrorist attack, there isn't an agent or a support person in the FBI that wasn't committed to bringing to justice those who were responsible for this.

Before 9/11 there were weak procedures, willingness, and mechanisms for communicating among agencies for foreign intelligence and the FBI with its focus on law enforcement. The domestic-vs.-foreign barrier has been solved by the reforms after 9/11 that established the DNI.
